As part of the city renewal plan, the company Quasartico Inc. created wild zones. These are areas where wild Pokémon live that you catch with Poké Balls. Some Pokémon run away if they see you, so sneak to them carefully. Or start fighting and lower the health of the Pokémon. That makes them easier to catch.
