That's because your telecom provider has some kind of internal network (CG-NAT, Carrier Grade NAT). This makes it impossible to access the router from outside. So you can't do port forwarding to reach an IPcam or NAS, for example. Maybe this will work with a VPN, I haven't tried that yet. Incidentally, many IPcam brands offer a cloud service (such as Foscam or Ezviz) through which you can reach the camera, for example via their app.
